Delhi Introduces 'Property Aadhaar' Cards for All Homes

The government of Delhi is embarking on an ambitious initiative to issue property cards for every residential and commercial property within the capital. This move follows the successful implementation of the SVAMITVA property card scheme, which has already covered 30 out of the 48 rural villages in the first phase. Utilizing Geographic Information System (GIS) survey data, the government aims to create a comprehensive digital record of property ownership that will serve to minimize disputes related to land. The upcoming rollout will extend the 'property Aadhaar card' system throughout both urban and rural areas of Delhi, with plans to present the Delhi Land Record Bill, 2026, during a special assembly session.

The proposed legislation will mandate a thorough survey of all properties across Delhi, ensuring that both rural and urban zones are included in the digital record-keeping initiative. Officials assert that this comprehensive approach will significantly reduce property disputes and alleviate the burden on the judicial system by minimizing the number of related court cases. Chief Minister Rekha Gupta highlighted that Lal Dora areas, which are designated village habitation zones with specific construction regulations, have historically lacked reliable property records. The introduction of the SVAMITVA initiative is intended to address this longstanding issue and provide clarity in property ownership.
