Andy Burnham's Vision for Devolution: Number 10 North Takes Shape

In a significant move for UK politics, Prime Minister Andy Burnham has initiated a shift in governance by establishing Number 10 North in Manchester, aiming to decentralize power and promote growth across the entire United Kingdom. On his fourth day in office, Burnham chose to visit Glasgow instead of the traditional Downing Street, where he engaged in discussions with Scotland's First Minister John Swinney and Wales' First Minister Rhun ap Iorwerth. These meetings were part of Burnham's broader strategy to emphasize the necessity of economic development in every region, as he stated, 'growth is needed in every postcode across the whole of the UK.' Future meetings with Northern Ireland's leaders are also planned, although Burnham has opted to exclude discussions on a second Scottish independence referendum from the agenda, focusing instead on collaborative growth initiatives.

Burnham's vision for Number 10 North is not merely symbolic; it represents a tangible shift in how the UK government operates. On July 21, Baroness Smith of Basildon confirmed that key functions related to devolution and local growth policies would transition from the Treasury and housing ministry to a new Manchester-based office. This office will be integrated into a restructured Office for the Prime Minister and the Cabinet, with civil servants working under the leadership of Cabinet Secretary Dame Antonia Romeo. The interim headquarters is located at Heron House in New Islington, strategically chosen for its proximity to the planned Manchester Digital Campus. Caroline Simpson, the former chief executive of the Greater Manchester Combined Authority, has been appointed as Burnham's deputy chief of staff, overseeing daily operations. While Burnham plans to work from Manchester at least once a week, officials have indicated that his schedule may vary, and they assure that this arrangement will not impose additional costs on taxpayers.
